1500 RPM seems high. My washer has a max drum speed of 800 RPM.

Maybe not then. I guess this means that tidal forces can exert a torque on a rigid body?

I'm pretty sure it's also true for non-constant gravitational fields as long as they are conservative (curl = 0), not sure how to show that though.
