In the solutions to the questions Kevin Zhou writes in boldface: "the downwind case. [...] power is transferred from the wheels to the propeller." It's unclear however, whether Derek Muller understands this explanation. From the youtube video I cannot tell whether Muller (and the people who built the vehicle) understand what is going on. They appear to be on the wrong track.

I refer you to Derek Muller's (twitter.com/veritasium) and physicist Alex Kusenko's (twitter.com/alexkusenko) Twitter pages. Muller has made a $10k wager with Kusenko in this matter, and as far as I can tell the bet has not yet been settled.
