The pulsars are moving relative to you. If you go to a different spot in the galaxy then the relative velocity will change (assuming you are at rest in some galactocentric frame). i.e. There will be a different angle between the pulsar velocity vector and the line between you and the pulsar and hence there will be a change in the pulsar Doppler shift, ...
