In the commonly used Jablonski energy diagrams, some sort of loss during resonance energy transfer is usually indicated via horizontal lines below the excited state energy of the oscillator (see for instance this figure).

It is clear to me that this represents loss but it is not clear to me what kind of loss. Are these phonons in the lattice that absorb small parts of the transferred energy or additional low energy photons or some other loss mechanism?
