When an electron is near an ion and has small velocity it will be certainly captured and both form an atom. I think that the electron will predominantly release energy dE just the proper quantity to fall into ground state, because that is the greatest possible value and the relation dEdt~h means that one would have the smallest time dt in this case, which means greatest possibility. That is the question - am I right about it?
