When looking up earth orbital elements often I see non zero inclination which seem odd because earth orbit is reference so should be zero. Now I guess for mean orbital elements which give elements to roughly cover perturbations, maybe earth had some inclination to say epoch. But what that even mean?

If I measure earth element tody and detect say .0005 degree inclination to j2000, I guess I would give new elements post dated to j2000 and simply say inclination is .0005 even though it wasnt actually .0005 at the j2000 epoch? Is this right?
