I agree that it does not work in a reference frame in which sand has horizontal velocity (momentum) different than zero. In that case you have to use momentums to solve for the force. But isn't it possible to always find a reference frame in which sand will have horizontal velocity zero? Nevertheless, I feel it is important to emphasize this, so I updated my answer.
