You get different results for when and where the source and target are, when you assume different frames. Doesn't that make sense? The target will measure the same amount and direction of force regardless what arbitrary frame you assign to it. But of course different frames will give you different locations, and if you assume constsant lightspeed then they'll give you different times too.
