When you do empty out your freezer to clean it you will be very happy to have the frozen water bottles to help keep cold other any other items that had to be taken out of the freezer during the cleaning. If you compare to the scenario where just before the cleaning you freeze the bottles of water to use as an element to temporarily keep your stuff cold while cleaning the freezer, then you just save $n Q$ by already freezing them from the start. | |

Two points in favor of the frozen water bottles even when restricting to energy efficiency only (As noted in the other answer the real advantage is in temperature stability.) 1.) 1000's of times might not be as ridiculous a number as you make it seem, if the idea is that the water bottles are frozen once in the freezers life time. 2.) The freezing of the water bottles might be considered useful on their own in which case the energy cost of freezing them should not be included in the computation... | |
