But then by what mechanism do the gas molecules spin in the opposite direction to the disc? What is it about being shot out of the rocket makes them have a torque applied to them in that way?

There has to be a torque opposite not on the disc but on something else in the same way that for every force there is an equal and opposite force. Regardless of whether or not the rocket spends fuel, there is a torque on the disc but I cannot figure out where the 'reaction torque' would be.
