@Harry think of the nucleas as a drop of water. A fast neutron goes straight through before it can have any effect. A slow neutron stays in the nucleas long enough for it to interact with other nucleons, pass on some energy and split the nucleas

Or you could just use a heavier gas. Hopefully somebody reads the small print of the contract to supply "a 100KPa atmosphere" to specify that it isn't just Argon.
