Energy also have inertia. It is not the mass of the photon that gives it inertia but it's energy. Energy can't move slower than the ultimate speed, it happened to be the speed of light.

I don't think that proper time has to be real. If the proper time of two event is real than it correspond to an interval that you can always find an inertial frame in which the two events happened in the same place but in different time. If the proper time of two event is imaginary then you can always find a inertial frame in which they are simultaneous but happened in different place.@JohnRennie
