You cant concentrate infrared radiation in a room of constant temperature to heat up one portion (thermo 2nd law). HOWEVER, the sun's surface is NOT in a constant temperature environment, it gets heat from hotter regions below. The mirror will make it hotter, just like aliexpress.com/item/…

You have a nucleus-sized-everest-mass object that is emitting 300 megawatts. It's hard to push or pull that since anything coming close will get vaporized. You can't put much mass near it to pull it. You can't charge it since it will be emitting electrons or positrons and in this way can neutralize itself. Maby magnatic monopoles (too heavy to be emmited by hawking raiation and self-neutralize) lol.

General fusion should have mainstream, sound physics given the large investment in it. If it "fails" that would probably be due to engineering shortcommings and/or competition from a natural fusion reactor (cheap solar PV). The physics is the easy part, it should have been worked out by not.

Which results are you talking about? The frequency IS related to the change in frequency. Time dilation is a relative number, i.e "twice as slow". If the original frequency is 1000Hz, the new frequency will be 500Hz. For 10000Hz it will be 5000 Hz.
