Welcom to Physics SE! Intersting question, but not for physics. This question will cause extensive discussion without having an objective answer. Project "time to market" for a nuclear depens on type of knowledge aquisition (research, hacking foreign countries, old nuclear experts and engineering quality level and number of people).
