Well, the asymmetric gravity law does define, for any initial configuration, a legitimate dynamical system (e.g. we could simulate it on a computer). So for any particular boundary conditions, we could cook up some action that is minimized ... e.g. 0 for the real path and 1 everywhere else. But would the problem then be that the force law would not be be a true law in the sense that it derives from the structure of a general action, but something that just happens to hold for each particular starting configuration?

@RonMaimon "His intuition is...". I don't think this captures exactly what I had in mind. Consider an elemental crystal with some phase transition above which (in temperature) it becomes a gas. If the temperature of this transition is low, this is because the energy gain for each molecule to belong to the crystal is small, and they quickly prefer the extra entropy that comes from being in the gas phase as T increases. It seemed that this should imply a low latent heat because the energy required to jump from one phase to the other -- breaking some bonds in the crystal -- is small.
