I am a Chinese mainland student learning physics on my own,I bought Young & Freedman University Physics 13th Edition International Edition,could someone please tell me how can I get the Instructor's Solution Manual?We don't sell Instructor's Solution Manual in China,and I really can't afford buying one from abroad.

If this is the question shouldn't be asked here,could someone tell me where could I ask such question?

No, this is probably not the right place to ask. Downloading books from sites such as en.bookfi.org is illegal and you should of course not do that (even though it seems that it contains the book you need). – Yvan Velenik Nov 21 '12 at 9:05
