Is it possible to provide a brief discussion of picture changing operators in string theory in here? If possible then it will be nice to have a discussion of it with some references! Thank you!

The Stack Exchange engine does not deal well with "discussions" per se, it works on the basis of questions and answers. If you have a question about picture changing operators ask it. If you have many questions start by asking one (just one per "question", please) of the ones around the boundaries of your working knowledge, and you may be pleasantly surprised by the responses you get.
